The Producer Responsibility Program for Statewide Recycling Act was signed into law in June 2022. As per the act, by January 1, 2026, and each year thereafter, CDPHE’s Executive Director shall develop an eco-modulation bonus schedule designed to reduce producer responsibility dues of producers who meet certain benchmarks established by the Executive Director. To satisfy this requirement, we are proposing changes to Section 18.9 of the Regulations Pertaining to Solid Waste Sites and Facilities.

Boulder County Public Works is seeking to hire a Hazardous Waste Program Manager. The Hazardous Materials Program Manager performs a variety of professional and technical duties related to the County's Hazardous Materials Management Program. This is a full-time, benefited position. This intern supports the Environmental Health and Sustainability department. The intern will work on waste diversion and recycling and food safety at special events in the city. They will educate the public about waste diversion and recycling, and coordinate efforts between the city and other organizations to reduce waste. They will assist in waste reduction programs as well as pursue individual projects in conjunction with special interests in waste diversion and sustainability. This position works closely with and provides food safety education to event coordinators and food vendors to reduce the potential for foodborne illness spread at special events. The Compliance and Reporting Manager for Colorado plays a critical role in ensuring that the organization meets all regulatory and statutory obligations under the Colorado Extended Producer Responsibility (EPR) program. Reporting directly to the Executive Director, this position is responsible for overseeing the development, accuracy, and timely submission of all compliance-related reports and documentation.

The Executive Director of the Colorado Department of Public Health and Environment has approved the Lubricant Packaging Manufacturers Association (LPMA), powered by Interchange 360’s Individual Program Plan. As per HB22-1355, the Producer Responsibility Program for Statewide Recycling Act, the Amended Individual Program Plan is designated as the Final Individual Program Plan, and LPMA powered by Interchange 360 shall begin implementation of this plan within 6 months, or by March 13, 2026.

On August 14, 2025, Colorado’s Producer Responsibility Advisory Board submitted its approval recommendation memo for Circular Action Alliance’s amended Program Plan. As per HB22-1355, with CDPHE in receipt of the board’s recommendation, the public comment period is now open
