The Basics of the Plastic Pollution Reduction Act HB 21-1162: What is it and how will it affect you?  

Presented by Randy Moorman, Director of Community Campaigns at Eco-Cycle

The Plastic Pollution Reduction Act HB 21-1162 is a state law that bans single-use plastic bags and polystyrene packaging starting on Jan. 1, 2024, and requires minimum recycled content to be included in paper bags. Randy will discuss what this state legislation is, when it will go into effect, and how it will affect you.

Please note that this presentation will discuss the Plastic Pollution Reduction Act HB 21-1162 only. Questions about the City of Fort Collins plastic ban will be discussed at the NoCo Council Q2 Presentation on April 12th  and questions on how the state ban will work in conjunction with other municipal bans is slated for Q3 Presentation on July 12th, pending the information is available.

About Randy: Randy has a Bachelor of Science in Biology from Purdue University and a Master of Environmental Management from Duke University. Randy currently works for Eco-Cycle, a recycling non-profit and serves as a Board of Director for Recycle Colorado. With more than 22 years of experience working in environmental policy, Randy is passionate about developing the circular economy in Colorado, where materials are recycled instead of landfilled and made into new products, creating local jobs.
